The project aimed to improve the inclusion of children with disabilities into the mainstream education system by strengthening and empowering 10 local communities to address and jointly solve barriers to the inclusion of children with disabilities. 

The evaluation report presents the results of a baseline survey at the beginning of Mozaik’s work with targeted stakeholder groups; 10 local communities which were chosen as particularly relevant to achieving Mozaik’s mission. The baseline primarily employed elements of an innovative and flexible evaluation method (based on Outcome Mapping) which includes multiple sources (a wide range of stakeholders from different fields in local community) and different methods (group interviews/focus groups and questionnaires) to arrive at a synthesis of opinions on Mozaik progress.

The participants in the evaluation were members of the working groups, one per municipality, which play a key role in the project.
