Primjeri nedavnih angažmana

Svaki produkt našeg rada je ”po mjeri” klijenta i kao takav prilagođen njegovim potrebama. U nastavku su navedeni noviji primjeri od oko 100 projekata koje smo realizovali posljednih deset godina:
  • Pružanje pomoći desetinama nevladinih organizacija u procjeni efektivnosti njihovih projekata, na primjer sa metodom procjene projekta prije - poslije realizacije
  • Pružanje pomoći federalnoj ustanovi u identifikaciji potreba njenih saradnika za dodatnu edukaciju uz korištenje web upitnika [346]
  • Radionice za planiranje i provođenje kvalitativnog istraživanja [505]
  • Izrada priručnika za monitoring i evaluaciju namijenjen omladinskim liderkama [560]
  • Osmišljavanje metode za brojanje pasa lutalica na području kantona Sarajevo za Dog Trust [4].
  • Mapiranje nastavničkih kompetencija za inkluzivno i interkulturalno obrazovanje u BiH [562].

proMENTE nudi ekspertizu za širok spektar društvenih pitanja: siromaštvo i zapošljavanje, volontiranje, dječija zaštita, socijalna inkluzija te u oblastima obrazovanja, evaluacije i treninga.

Centar za evaluaciju

Naši centri predstavljaju sjecište ekspertiza koje koristimotokom implementacije projekata i treninga

figure bubble.png Realizovali smo preko 50 lokalnih, državnih i međunarodnih evaluacija projekata za različite donatore.
proMENTE ima višemetodski pristup i specijalizovan je za prikupljanje informacija iz više različitih izvora. To bi značilo da je veliki broj prilično različitih metoda, od kontrolnih lista i upitnika do internet istraživanja, fokus grupa i intervjua, korišten i također analiziran od strane naših uposlenika. Na primjer, naši klijenti za koje smo radili evaluaciju su otkrili da snažna tehnika, kao što je Metod najznačajnijih promjena, je neophodna da bi se ustanovilo koji su to projektni uspjesi koje su ključni korisnici i ostale interesne grupe vidjeli, što je često izrazito drugačije od projektnog plana; istovremeno koristimo širok spektar i standardnih i inovativnih kvantitativnih tehnika kako bi pomogli klijentu da mjere stvarne promjene, uvjerenja i ponašanja, koji su često u središtu projektnih ciljeva ali rijetko sistematski izmjereni. Svaka od tih metoda i izvora pojedinačno ​​doprinosi tačnosti, relevantnosti i objektivnosti završnog izvještaja, koji je napisan kao eksplicitna sinteza različitih izvora koji su korišteni. Mi također potičemo učesnike, naročito one sa višeg nivoa projektnog upravljanja, da pročitaju završnu verziju izvještaja i daju svoje komentare. Sinteza ovih komentara je također uključena kao dio završnog izvještaja.

Centar za održivi razvoj

proMENTE je ponosan na promovisanje održivog razvoja u Bosni i Hercegovini. U posljednje vrijeme smo bili uključeni u:
  • istraživanje o elementima održivog razvoja u nastavnim planovima i programima za osnovne škole
  • procjenu lokalnih strateških planova za procese i prakse održivog razvoja u školama i općinama oko sliva rijeke Drine[6]
  • istraživanje putem upitnika o mišljenju građana o održivom razvoju u njihovim općinama.

Centar za volonterizam i civilno društvo

proMENTE jeste organizacija civilnog društva i aktivna je u promovisanju vrijednosti civilnog društva i volontiranja. U poslijednje vrijeme smo bili angažirani u:
  • glavnom prikazu empirijskih dokaza o utjecaju volonterskog servisa u Europi, koji je prezentiran u Evropskom parlamentu[7, 8, 9, 10, 11, 12]
  • kvazi-eksperimentalnom istraživanju o utjecaju kampova na mlade u Jugoistočnoj Europi [13]
  • procjena organizacija koje angažuju volontere[14]
  • a review of the impact of volunteering on the MDGs in the States of CIS and SEE pregled utjecaja volonterizma na milenijske razvojne ciljeve u Zajednici neovisnih država i jugoistočnoj Evropi [15]
proMENTE-u podržava volontiranje otvaranjem svojih prostorija za sve one koji žele da rade i da uz rad uče. proMENTE trenutno u svojoj bazi volontera ima oko 30-tak volontera koji se angažuju na projektnim aktivnostima po potrebi i njihovim preferencijama.

Centar za dugoročno upravljanje karijerom

Od 2002.godine proMENTE aktivno radi na promociji upravljanja karijerom u Bosni i Hercegovini. Uz finansijsku pomoć od strane EU CARDS, proMENTE je kreirao prvu bh. web stranicu za karijerno savjetovanje, www.mojakarijera.com, koja je i dalje aktivna. Web stranica je korištena kao model i u drugim zemljama u regiji. Nedavno smo bili uključeni u realizaciju uspješnog projekta za unaprijeđenje karijernog savjetovanja u postojećim nastavnim planovima i programima.

Centar za upravljanje ljudskim potencijalama i savjetovanje

proMENTE pruža konsultantske usluge iz oblasti upravljanja ljudskim potencijalima (ULJP) za firme, državne i neprofitne organizacije. Autori smo prvog priručnika za upravljanje ljudskim potencijalima u BiH. Pored pružanja usluga treninga i teambuilding aktivnosti iz oblasti ULJP pružamo i usluge savjetovanja u oblasti obrazovanja. U nastavku su izdvojene neke naše aktivnosti koje pokazuju raznovrsnost usluga koje pružamo iz ove oblasti:
  • obučavanje i mentorstvo za izgradnju kapaciteta ključnih partnera u odabranim školama za planiranje obrazovanja za održivi razvoj [661],
  • program pružanja podrške nastavnicima s ciljem jačanja njihovih kapaciteta za vođenje promjena u svakodnevnom radu i u profesionalnom znanju [658],
  • procjena potreba uposlenika vladinih institucija za kreiranje programa edukacije [346],
  • teambuilding aktivnosti za efektivniji timski rad, povećano povjerenje između pojedinaca koji su osnaženi za donošenje odluka [259],
  • coaching aktivnosti za razvijanje 6 NVO strateških planova zagovaranja [498].

Centar za obrazovne politike

Pruža najnovije primjere dijaloga o obrazovanju u Bosni i Hercegovini.
Zašto Centar za obrazovne politike?
Zbog mnogih pitanja na koja želimo odgovor:
  • Kako se može unaprijediti kvalitet obrazovanja?
  • Da li naša djeca razvijaju kritičko mišljenje u školama?
  • Kako se u školama provodi socijalna inkluzija?
  • Kako da se djeca sa poteškoćama u razvoju na najbolji način uključe u redovno školovanje?
  • Kako roditelji učestvuju u obrazovanju svoje djece i da li su uključeni u donošenje odluka u školi?
proMENTE tim Centra za obrazovne politike nudi stručan pristup u istraživanjima u oblasti obrazovanja i u unapređenju obrazovnih politika. Cilj Centra je da promoviše obrazovne politike koje su fleksibilne, participativne, bazirane na činjenicama, transparentne i koje potiču vrijednosti otvorenog društva.
proMENTE Centar za obrazovne politike dio je međunarodne Mreže centara za obrazovne politike/Network of Education Policy Centers (NEPC) koja broji 20 članica u zemljama koje se pružaju od Poljske i Latvije do Mongolije i Kazahstana. Vizija NEPC-a je da se razvije u snažnu, formalno uspostavljenu mrežu vodećih centara u oblasti obrazovne politike, kao globalnog partnera koji okuplja lokalne i regionalne stručnjake na ovom polju kroz promovisanje vrijednosti otvorenog, demokratskog, multikulturalnog i pluralistickog društva.
NEPC članice su izvodile studiju monitoringa prekida školovanja u periodu od 2003.-2006.godine. Zemlje učesnice su bile Albanija, Kazahstan, Latvija, Mongolija, Slovačka i Tadžkistan.
Mi smo sada jedan od najaktivnijih institucionalnih članova mreže; naš predsjednik i zamjenik predsjednika su prisustvovali egionalnim Savjetodavnim Odborima za NEPC istraživačke projekte i u kontaktu smo sa NEPC centrima i ekspertima.

figure ciko.png Kada to okolnosti omogućavaju, poseban akcenat stavljamo na stvaranje srdačnog i opuštenog odnosa sa klijentima kako bi zajednički radili na dizajnu istraživanja i evaluacija koji će u potpunosti odgovoriti na njihove potrebe.

proMENTE ima iskustva u primjeni širokog spektra istraživačkih i evaluacijskih pristupa, sa kombiniranjem kvalitativnih i kvantitativnih metoda.

...prikladan

Naši istraživači provode mnogo vremena na terenu i poznaju različite načine komunikacije prema različitoj populaciji, na primjer, sa djecom koja prose na ulici i sa ministrima. Često je upravo naš zadatak da gradimo mostove između različitih pogleda na svijet ispitanika, na primjer, između donatora i njihovih potencijalnih korisnika.

...etičan

Pitanja etike su nam uvijek na prvom mjestu, naročito kada se radi o zaštiti prikupljenih podataka i zaštiti djece.
Metodologija evaluacije se planira u skladu sa etičkim uputstvima Britanskog evaluacijskog društva (http://www.evaluation.org.uk). Tačnije, to znači: puno poštovanje zaštite podataka interesnih grupa koje su u potpunosti obavještene o evaluaciji i imaju pristup “ombudsmenu evaluacije” ako je to potrebno.

...inovativan

Ponosni smo što koristimo inovativne pristupe u radu. Koliko nam je poznato, mi smo prva organizacija na Balkanu koja je primjenila metodologiju Najznačajnijih promjena i Mapiranja ishoda. Za mnoge naše projekte razvili smo web stranice kako bismo olakšali interkaciju sa interesnim grupama tako da imamo i dugo iskustvo u kreiranju i korištenju web upitnika.Većinu naših statističkih metoda radimo u R-u (www.r-project.org), softver koji je izbor mnogih modernih statističara.
Prije svega, vjerujemo da ključ uspjeha za svaki projekatleži u razumjevanju onoga što klijent zaista želi i treba da sazna, te u pažljivom dogovoru oko detalja Opisa evaluacijskog poziva kako bi se osiguralo da se postugnu željeni rezultati.
Mi koristimo web istraživačke metode od 2002.godine (na primjer na www.mojakarijera.com i www.qimpl.com). Koristimo četiri različita sistema za istraživanje mišljenja putem web-a od kojih biramo onaj koji je najpriklasniji za naše klijente. Većina naših istraživačkih i evaluacijskih projekata sadrže web module.

U posljednje vrijeme u svom radu koristimo pristup Geografski informacijski sistemi (GIS). Naši klijenti smatraju da je ovaj pristup omogućava odličnu prezentacija podataka preko geografskih karata sa kojima se pružaju nove dimenzije uvida.

Analiza društveni mreža je trenutno jako popularna, i to sa dobrim razlogom. Mnogi projekti aših klijenata se realizuju preko mreža ili služe jačanju mreže. Mi posjedujemo nekoliko jednostavnih i korisnih instrumenata koji pomažu boljem razumijevanju podataka dobivenih iz mreža.

...ponovljiv

Gotovi svi naši statistički izvještaji slijede principe ponovljivosti istraživanja. To bi značilo da je finalna verzija pdf dokumenta automatski kompjuterski generirana iz sirovih podataka na osnovu instrukcija koje smo mi napisali u kompjuterskom skriptu. Dakle, ne postoji nikakva mogućnost brisanja, dodavanja ili promjene podataka u bazi, na primjer, naknadno unošenje podataka ili grafikona. Ovo umanjuje vjerovatnoću javljanja greške; originalni podaci su netaknuti; naši klijenti ili drugi istraživači mogu saznati i provjeriti kako smo tačno došli do određenih rezultata. S obzirom da je ista baza podataka, softver i skripta oni mogu čak proizvesti isti izvještaj sa jednim klikom. A softver je besplatan i open-source.
Ponovljivo istraživanje je transparentno, može se provjeriti i manje je sklono pogreškama.

...participativan

Uključujemo interesne grupe u procese naših istraživanja, evaluacija i treninga koliko god je to moguće i nastojimo angažovati intervjuirane učesnike u aktivnoj diskusiji o tome kako se može unaprijediti kvalitet života ljudi.

...validan

Pouzdanost i valjnost prikupljenih podataka i izvedenih zaklju čaka evaluacije su od iznimne važnosti. Valjanost podataka se ogleda upravo u njegovoj relevantnosti i prikladnosti za definisana istraživačka pitanja kao i u stepenu povezanosti sa konceptima koji su predmet procjene. proMENTE koristi sve dostupne informacije u evaluacijskom procesu čija validnost ponekad može biti upitna. U tim slučajevima, koristimo višemetodski pristup kako bi se riješio problem valjanosti podataka.

Instrumenti

Prikupljanje podataka

Fokus grupe

Fokus grupa je ekonomična i brza tehnika procjene kojom je moguće prikupljanje velike količine kvalitativnih informacija koje se odnose na realizaciju razvojnih aktivnosti, usluge i postignuća, i druge teme. Voditelj fokus grupe ima ulogu vodiča za 7 do 12 učesnika u diskusiji o njihovim iskustvima, osjećanjima i preferencijama vezano za određenu temu.
U ispitivanjima javnog mijenja, grupe su pažljivo formirane u skladu sa specificiranim demografskim kriterijima kako bi se dobijeni nalazi mogli generalizirati na cijelu populaciju.
U evaluacijskom procesu, koriste se ili za prije - poslije poređenje rezultata ili za retrospektivno ispitivanje učesnika o tome šta misle kako su različite programske komponente utjecale na njih.
Uobičajeno je da se radi audio zapis fokus grupa, međutim, video zapisi su također moguće ukoliko je potrebno uz pomoć statične kamere. Jednosmjerni ekrani nisu dostupni.

Intervjui

Intervjuima se prikupljaju narativne informacije na određenu temu od osoba koje su relevatne za projekat ili program, kroz više-manje strukturiranu diskusiju vođenu od strane intervjuera. Nije uobičajeno da se koriste za prikupljanje podataka za kreiranje projektnog logičkog okvira ili plana za praćenje realizacije projektnih aktivnosti, ali su jako korisni za svrhe formativnog monitoringa i evaluacije.
Ispitanici za intervju se biraju zbog njihovog iskustva ”iz prve ruke” po pitanju teme koja je predmet istraživanja. Oni mogu biti, na primjer, predstavnici lokalne zajednice, stranački dužnosnici na lokalnom i državnom nivou, vanjski stručnjaci kao štio su akademici, novinari, predstavnici vlade, ,eđunarodnih nevladinih organizacija itd.

Grupne diskusije

Grupna diskusija je metoda koja ima karakteristike fokus grupe i individualnih intervjua. Nema toliko izražen fokus na određeno ključno pitanje što je karakteristika fokus grupe. Z razliku d fokus grupa, grupne diskusije mogu ponekad uključivati osobe iziste grupe, ali i drugih.

Upitnici

Istraživanje putem upitnika se odnosi na pisana pitanja u različitim formatima koja su namijenjena cijeloj populaciji ili njihovom uzorku relevantnoj za projekat.
Upitnici mogu biti dizajnirani da mjere ishodišne varijable kao što je zadovoljstvo projektom, posredne varijable kao što je izloženost projektu i pozadinske varijable kao što je starosna dob i spol. Možemo kombinirati pitanja zatvorenog i otvorenog tipa - nakon toga, informacije prikupljene pitanjima otvorenog tipa se kodiraju u kategorije zatvorenog tipa, mada, vrlo često u izvještajima koristimo fraze i originalne izraze ispitanika predstavljene u vidu citata.
Predlažemo Vam korištenje web upitnika za prikupljanje kvantitativnih podataka zbog dostupnosti kompjutera i internet pristupa u institucijama u kojima su zaposleni korisnici Vašeg projekta.
Posebno vodimo brigu da osiguramo da su naši upitnici lako razumljivi i jednostavni za popunjavanje. U nekim slučajevima, pružamo pomoć i podršku ispitanicima za ispunjavanje upitnika.
R3d je naš dvojezični sistem za analizu upitnika koji osigurava da pitanja ne budu izgubljena, analizirajući sva pitanja za milion različitih mogućih značajnih nalaza i ističe najneobičnije i najvažnije nalaze.
proMENTE koristi web upitnike u BiH od 2002. godine koji sada zauzimaju značajno mjesto u većini naših istraživanja jer na veoma ekonomičan način obuhvataju relativno široku populaciju.

Web upitnici

Istraživanje putem web upitnika odnosi se na pisana pitanja u različitim formatima koja su namijenjena cijeloj populaciji ili njihovom uzorku relevantnoj za projekat. U većini naših istraživanja koristimo web upitnike jer se na ekonomičan način može obuhvatiti relativno šira populacija.
Upitnici su posebno dizajnirani da mjere ishodišne varijable. Upitnici mogu biti namijenjeni samo specifičnoj grupi ljudi definisanoj od strane klijenta ili generalno web populaciji, na primjer, putem Facebook oglašavanja.
proMENTE koristi širok spektar on-site i off-site instrumenata za web analitiku, kao što su Google Web Analytics, KISSmetrics, Facebook Insight, Twitalyzer za prikupljanje sveobuhvatnih i korisnih podataka.
Web analitika je mjerenje, prikupljanje, analiza i izvještavanje o podacima koji su prikupljeni na internetu s ciljem boljeg razumijevanja i optimiziranja korištenja web-a. Korištenjem web analitike možemo analizirati podatke kao što su:
  • iz kojeg mjesta su korisnici (posjetioci), šta rade na web stranici,
  • kada i na kojem mjestu napuštaju web stranicu,
  • koliko se dugo zadržavaju na web stranici,
  • koliko često se vraćaju na web stranicu itd.
Kombiniranje metoda web analitike sa kvalititivnim metodama unaprijeđuje se interpretacija web statistika, fokus na (kvalitativno) istraživanje korisnika i validnost prikupljenih podataka. Tokom procjene kampanja, we analitika pomaže u mjerenju ili u boljem razumijevanju efektivnosti koncepta kampanje, identifikaciji ciljne publike i njihovog ponašanja na web-u kao i provjere povratnih informacija od korisnika.

Metoda Mapiranje ishoda (Outcome Mapping-OM)

Mapiranje ishoda (eng. Outcome Mapping, u daljem tekstu OM)  [B]  [B] (Carden, Smutylo, & Earl, 2002) je novi pristup za planiranje, monitoring i evaluaciju projekta koji je razvijen u Međunarodnom centru za razvoj istraživanja (International Development Research Centre www.idrc.ca) uz konsultacije sa Dr.Barry Kimbelom sa Pacifičkog Instituta za istraživanje i evaluaciju (Pacific Institute for Research and Evaluation), kao adaptacija pristupa za Inžinjering ishoda. Može se koristiti projektnom, programskom ili organizacijskom nivu.
Iako je OM kompleksan metod koji ima mnoge sličnosti i razlike sa konvencionalnim metodama, sadrži tri elementa po kojima se jasno razlikuje.
1. OM se fokusira na određen broj „ključnih partnera“ sa kojima program ili projekat ima direktan kontakt, a ne na veliki broj njegovih konačnih korisnika. Ključni partneri se definišu kao „oni pojedinci, grupe i organizacije sa kojima je program u direktnoj interakciji kako bi prouzrokovao promjene i sa kojima program može očekivati određene mogućnosti za promjenu”  [C]  [C] (ibid, p.1). Svaki ključni partner je povezan sa ”ciljnim rezultatom” koji je dio vizije cijelog projekta koji se odnosi na tog ključnog partnera.
2. Veći je naglasak na rezultate, primarno koncipirane kao promjene u ponašanju ključnih partnera i njihove odnose, prije nego na utjecaje. OM ne nastoji da obaveže organizacije koje implementiraju da pokažu da su prouzrokovale brojačno mnogo utjecaja, naročito ne u područjima „gdje je njihov utjecaj ... neznatan i opadajući u odnosu na ostale faktore” [D]  [D]  (ibid, p.5). Fokus je na promjeni i razvoju ključnih partnera; kvalitetu, a ne kvantitetu; i na doprinosu (šta su uradili, šta je bilo uspješno?) prije nego na atribuciji (da li su zaista pruzrokovali promjenu) što je ponekad nemoguće dokazati
3. OM uvodi koncept znakova napretka kao razvrstanu ljestvicu koja sadrži specifične promjene u ponašanju ključnih partnera i odnose koji definišu i opisuju napredak s obzirom na svaki ciljani rezultat. Ove vrste promjena je do sada bilo teško skupiti, jer su se poteškoće javljale kod njihove formulacije u skladu sa SMART paradigmom koja se odnosi na objektivno i pouzdano mjerenje  [E]  [E] (Mikkelsen, 2005, p. 164). Također, OM naglašava da ove vrste promjena često predstavljaju suštinu programa za razvoj. Koncept ljestvica znakova napretka je da sistemski definiše i dokumentuje ove vrste promjena. Znakovi napretka za svaki ciljani rezultat su grupisani u ”očekivane” znakove napretka, „željene“ znakove napretka i u znakove napretka koji bi „oduševili”, gdje se prvom grupom opisuje konkretno ponašanje ključnog partnera koje se projektom pretpostavlja da će se desiti, a posljednjom ponašanje koje bi oduševilo i koje je manje-više dijelom vizije.

Metoda Najznačajnija promjena

Najznačajnija promjena (Most Significant Change, u daljem tekstu MSC) [F]  [F] Preporučuje se metoda Najznačajnijih promjena za studije slučaja. je tehnika participativnog monitoringa više zasnovana na pričama nego na indikatorima (Dart & R. Davies, 2003; Rick Davies, 2007). MSC priče su o važnim ili značajnim promjenama – daju bogatu sliku uticaja razvojnog rada i omogućavaju osnovu za dijalog o ključnim ciljevima i vrijednostima razvojnih programa.
Umjesto uvođenja novih profesionalnih vještina, MSC metoda koristi prednosti prakse svakodnevne komunikacije.
MSC ne zamjenjuje druge metode monitoringa i evaluacije – zapravo dobro djeluje zajedno sa metodama kao što su analiza sadržaja i kvantitativna analiza – ali dolazi na svoje tamo gdje je ishod neočekivan, a značenje upitno. Indikatori nam prosto ne pomažu da vidimo šta se promijenilo u tim situacijama.

Stručna procjena

Pri stručnoj procjeni, od 3 do 15 osoba sa stručnim znanjem iz relevantne oblasti se pozivaju da ocijene ili procijene stvari koje su relevantne za provođenje projekta. Ove osobe mogu biti preporučene od strane klijenta i/ili vanjski eksperti; za kompletiranje većih nivoa monitoringa i evaluacije, zahtijevaju se vanjski eksperti.

Milestone intervju

Ovo je intervju kojim se pripadnicima interesenih grupa, koje najčešće čine ključni partneri, postavljaju pitanja o ključnim postignućima ili tzv. prekretnicama (enlg. milestone) koje bi klijent želio da oni realizuju. Intervju se radi sa partnerima kako bi se saznalo o njihovim postupcima koji su vezani za određenu ”prekretnicu”, kao što je rad ka njegovom postizanju ili odgađanje njegove realizacije. Intervju takođe uključuje pitanja o razlozima partnera za njihove postupke te sve ono što je doprinjelo tim razlozima, kako od strane klijenta tako i ostalih. Milestone intervju se može koristiti prije nego se desi prekretnica ili poslije, kako bi se saznalo od partnera šta je još neophodno kako bi došlo do prekretnice ili šta je vodilo ka postizanju prekretnice. Tako da postoje dvije verzije intervjua, verzija ”prije” i verzija ”poslije”. Verzija ”poslije” Milestone intervjua se može koristiti za slične uspjehe koji zapravo nisu bili planirani kao i za one koji jesu. U rezultatskom okviru, prekretnice najčešće mogu biti ”središnji rezultati” ili ”očekivani rezultati” ili mogući rezultat, ali i ne moraju nužno biti u planovima.
Milestone intervju se obično ne navodi u sklopu plana monitoringa i evaluacije, ali se može bilo kada koristiti kao dopuna bilo kojoj drugoj metodi za monitoring i evaluaciju jer: se dešava usred unaprijed planiranih presječnih mjerenja, postavljajući pitanje šta se upravo desilo i šta će se desiti sada? Postavlja pitanje o važnom faktoru koji se nalazi između programskih aktivnosti i programskih rezultata, odnosno, viđenja partnera njihove situacije i njihovih razloga za angažman ili ne ka postizanju određenog cilja.

Intervju ”Faktori promjene”

Intervju se provodi sa malim brojem ispitanika unutar jedne organizacije ili onima koji su jako povezani prema određenom cilju, i postavlja im se pitanje kako oni vide ostale ključne igrače u sistemu pozicionirane na dvije dimenzije relevantne za određene promjene koje klijent želi, obično imajući moć da naprave promjenu i da vide promjenu kao dobit. Ovaj format intervjua pomaže struktuiranju diskusije o tome kako različita konstalacija faktora utiče na to da se promjene dese ili ne.
Kao Milestone intervjui, intervjui ”Faktori promjene” mogu se provesti u bilo koje vrijeme i obično nisu dio M&E plana nego su dizajnirani da ga nadopunjuju. Umjesto toga, osoblje može koristiti intervjue da:
• otkrije kako se promjene dešavaju u određenim situacijama, a u drugim sličnim situacijama ne bez obzira na uloženi napor
• identificira različite grupe i pojedince koji na različite načine utiču na brzinu promjena
• identificira koje različite grupe su bile zainteresirane za određene ciljeve
•identificira ko je unutar partija imao moć ili utjecaj da realizuje te ciljeve
•identificira bilo kakvu promjenu u tim grupnim interesima u postizanju programskih ciljeva
•istražiti kako te snage unaprijeđuju ili ometaju programske ciljeve
•identificira važne dimenzije što pomaže objašnjenju zašto intervencije ponekad uspiju, a ponekad ne.
Svi navedeni instrumenti za prikupljanje podataka su dostupni. Iako su u sekciji Predloženi dizajn evaluacije navedeni odabrani instrumenti kojima se može odgovoriti na potrebe evaluacije i koji odgovaraju ukupnom broju dana rada predloženom u budžetu, konačni odabir, a samim tim i ukupan broj dana rada će se napraviti u razgovoru sa klijentom.

Analiza podataka

Rezultati se obično pišu u sveobuhvatnom izveštaju kao sinteza različitih metoda koje su korištene.

Analiza intervjua, fokus grupa itd.

Prije svega se piše sveobuhvatni izvještaj po pitanjima i za svakog ispitanika ili grupu ispitanika. Ovakvi izvještaji nastaju iz pisanih bilješki i audio zapisa bez pravljenja pune transkripcije.
Možemo pružiti i pojedinačni izvještaji za svaku fokus grupu i/ili za svaki uzorak određene populacije, na primjer opština. Sveobuhvatni izvještaj također može biti izrađen.
Mogu se pisati individualni izvještaji za svaku fokus grupu i/ili subgrupu iz populacije npr. svaku opštinu. Takođe se može praviti i sveobuhvatni izvještaj.
Nudimo i transkripciju audio zapisa kao dodatnu opciju kojom se omogućavaju citati i direktne fraze ispitanika koje se navode u finalnom izvještaju. Na ovaj način, osigurava se objektivniji prikaz ispitanikovih stavova i mišljenja koji ujedno i istraživačima omogućava sistematsko praćenje vlastitih predrasuda.

Ukoliko su podaci potrebni za istraživanje rašireni po regionu - na primjer, ukoliko se radi u nekoliko opština, škola, kantona itd, naš softver ih za vas stavlja na mapu kako bi ponovo ispričali priču sa geografskog stanovišta.

Statistička analiza upitnika

Odabir upitnika za prikupljanje podataka omogućava kvantitativnu analizu podataka iz web upitnika, što ima slijedeće prednosti:
  • osigurava objektivnije podatke za početno stanje u slučajevima kada se želi spitati napredak u budućnosti
  • mogu se istači razlike na osnovu pozadinskih varijabli (na primjer, razlike između muškaraca i žena, između različitih interesnih grupa itd.)
  • objektivna metodologija može dodatno doprinijeti sa izdvojenim mišljenjima na način da o njima može biti raspravljano u fokus grupama.

Posebna snaga proMente je naš dual-jezični automatizirani sistem r3d za automatsku analizu podataka upitnika sa atraktivnim grafovima i potpunim objašnjenjima statističkih analiza. (vidi s. 15↑ za dotatne pozitivne stane ovog reproduktivnog istraživačkog pristupa.)

Dubinska analiza sadržaja intervjua

Analiza sadržaja je sofisticirana tehnika iz oblasti društvenih nauka koja koristi spacijalizirani softver za proces izdvajanja skrivenih značenja u masi informacija koje su prikuplje tokom intervjua sa ispitanicima. Na primjer, vrlo uspješno smo koristili ovu tehniku u prethodnom Sida projektu kako bi identifikovali odnos između spolne ravnopravnosti i siromaštva kroz oči korisnika projekta.[39]. primjena ove tehnike podrazumijeva pune transkripcije intervjua.

Citati ispitanika u izvještaju

Čitatelji naših izvještaja često ističu da su navedeni citati najbolji dio izvještaja; oni unose životnost u rezultate istraživanja. Citati iz intervjua su uključeni u cijenu koja je prikazana u sekciji Budžet. .

proMENTE pruža rješenja iz oblasti socijalnih istraživanja za firme i neprofitne organizacije. proMENTE djeluje na međunarodnom nivou i smješten je u Sarajevu. Organizacija je registrovana kao udruženje građana u oktobru 2002.godine u Federaciji Bosne i Hercegovine od strane tri socijalna istraživača.
Sve što radimo - treninzi, evaluacije prijekata, istraživanja - bazirano je na znanstvenim postulatima.
Većina naših prihoda je od strane donatora po ugovoru za provođenje istraživanja, evaluacija i treninga za druge organizacije. proMENTE je također dizajnirao i realizovao vlastite projekte koji su finansirani od strane donatora i iz oblasti zapošljavanja mladih i savjetovanja za razvoj karijere te asistenciju za mala i srednja preduzeća iz oblasti Upravljanja ljudskim potencijalima. proMENTE je često bio i nacionalni partner u međunarodnim istraživačkim programima.
proMENTE socijalna istraživanja je od svog osnivanja 2002. godine realizirao preko 100 istraživačkih projekata, od čega je oko 60 evaluacija projekata, što nas čini vodećom agencijom za evaluaciju u regiji. Pri realizaciji većine naših dosadašnjih istraživanja koristili smo višemetodski pristup, kombinirajući kvantitativne i kvalitativne podatke. Uspješno se služimo različitim instrumenatima iz šireg spektra, od standardnih instrumenata kao što su intervjui sa ključnim izvorima ili pregled literature, do više inovativnih tehnika; prvi na Balkanu smo sistematski primjenjivali tehnike Mapiranje ishoda i Najznačajnije promjene te smo rezultate publikovali i predstavili na međunarodnim konferencijama [731]. Mnogi naši projekti su uključivali fokus grupe sa različitim grupama učesnika i na različite teme. Primjena tehnika varira, od istraživanja mišljenja javnog mjenja do prikupljanja stavova specifičnih grupa kao što su školski direktori.
Posjedujemo dugogodišnje iskustvo u dizajniranju istraživanja i statističkim analizama iz različitih društvenih oblasti.
Posjedujemo značajno iskustvo u oblasti inkluzije socijalno isključenih grupa a koje se odnosi na mapiranje i analizu politika i praksi o nediskriminirajućem pristupu u osnovnom obrazovanju djece sa posebnim obrazovnim potrebama([719, 584][698][650]). Tokom evaluacijskog procesa inkluzivnih obrazovnih programa, identifikovanjem ključnih fokusa i postojećih potencijala (roditelji, nastavnici, lokalna zajednica I zvanične institucije itd) nastojimo da doprinesemo povećanju kvalitete i uspješnom prevazilaženju poteškoća u praksi. ([45][662][659]. Naš doprinos inkluzivnom obrazovanju ogleda se i u projektima koje smo sami proveli, poput akcijskog istraživanja o inicijativama u školama i zajednicama s ciljem poboljšanja kvalitete obrazovanja kroz uključivanje interesnih grupa ([543][692]).
Proveli smo raznovrsne projekte koji uključuju rome i romsku zajednicu. Mnogi od njih[569, 692, 697, 689, 690, 709, 739, 743] su imali fokus na uključivanje roditelja i porodica romske djece u njihovo obrazovanje. Također, proveli smo značajne studije[548, 471, 636]o problemima trgovine djecom i zloupotrebe djece za rad kojima smo željeli da predstavimo diferenciran pristup tome kako je romski identitet povezan ili ne sa navedenim problemima. Treća grupa projekata [458, 744, 63, 472, 638] su evaluacije programa i procjena potreba za razvojne projekte u zajednicama uključujući rome u BiH, Srbiji, Mađarskoj i Ukrajini.
Rodna ravnopravnost je dimenzija koja je uključena u većinu naših projekata. Konkretno, rodna ravnopravnost je bila glavni fokus u našim evaluacijama [532, 550, 552, 571, 70, 536, 623] - treninga za mlade žene liderke [550, 552, 571], za profesionalce uključene u prevenciju rodno zasnovanog nasilja[532], za kampanje podizanja svijesti [623], FIGAP programu[536] kao i za statističku analizu studije početnog stanja [79] i studije utjecaja [529].
proMENTE prati dešavanja iz različitih oblasti, razvoj novih programa i politika u svijetu nevladinih organizacija a pristup tome mu obezbjeđuje članstvo u slijedećim mrežama: Mreža centara za obrazovne politike, Mreža Sporazum Plus , Vijeće NVO u BiH i Koalicija za pravično obrazovanje.

Pomoć pojedincima i organizacijama da postignu svoj puni potencijal - kroz pružanje usluga istraživanja i evaluacija te treninga i savjeta koji se temelje na dokazima.

Vizija

Inspirisani smo vizijom o budućnosti u kojoj:
  • smo i dalje manji tim društvenih naučnika koji rade u cijeloj BiH ali i međunarodno,
  • smo i dalje jedna među prvim agencijama na Balkanu za ad-hoc socijalna istraživanja,
  • nastavljamo da učimo i koristimo nove metode istraživanja, evaluacije i treninga,
  • smo cijenjeni kao eksperti koji pomažu pojedincima i organizacijama da dosegnu svoj puni potencijal,
  • doprinosimo društvu u kojem su cijenjena ljudska prava i u kojem razlike potiču razvoj a ne konflikt.

Naš tim

Trenutno u proMENTE-u radi sedam stalnih uposlenika, od kojih su šest istraživači/treneri. Formalno, ova nevladina organizacija je oformljena od strane tri istraživača seniora, od kojih dvoje još uvijek radi u proMENTE-u. Svi proMENTE istraživači/treneri imaju najmanje VII stepen stručne spreme iz oblasti društvenih nauka; tri senior istraživača imaju titulu magistra ili doktora iz oblasti društvenih nauka, uz osam do četrnaest godina iskustva u planiranju i provođenju istraživanja na terenu i evaluacija na Zapadnom Balkanu.

    • Razvoj evaluacijskog okvira za program oporavka od zemljotresa Međunarodne federacije Crvenog krsta i Crvenog polumjeseca teškog 1,2 milijaradi franaka.
    • Provedbu meta-evaluacije psihosocijalnog programiranja u 500 miliona USD ARC programu oporavka od tsunamija.
    • Vođenje rada na terenu u Nepalu kako bi se uspostavila osnaova za program upravljanja i demokratije finansiran od strane USAID-a.
    • Pisanje priručnika za globalnu upotrebu na Nacionalnom Demokratskom Institutu o njihovoj podršci političkim partijama.
    • Vodeći istraživač na ESP interenacionalnom istraživačkom projektu o uključivanju roditelja pri donošenju odluka u školi. Istraživanje je rađeno na reprezentativnom uzorku od 11 000 roditelja u 10 država.
    • Autor regionalnog izvještaja o utjecaju volonterizma na milenijske razvojne ciljeve u u Zajednici neovisnih Država i Jugoistočne Europe.

Mr.sci Dženana Husremović diplomirani psiholog i magistar, sa formalnom i neformalnom edukacijom ima višegodišnje relevantno radno iskustvo. Trenutno radi u proMENTE socijalna istraživanja uz paralelno obavljanje aktivnosti višeg asistenta na Odsjeku za psihologiju Filozofskog fakulteta u Sarajevu od 2001.godine. Esad Bratović

Diplomirani psiholog, uposlen u proMENTE socijalna istraživanja kao istraživač i evaluator od 2006 godine. Glavni zadatci su mu osmišljavanje i implementacija kvalitativnih i kvantitativnih istraživanja za domaće i međunarodne klijente. Kao terenski istraživač ima iskustva u vođenju fokus grupa, strukturiranih, polu-strukturiranih i nestrukturiranih intervjua. Također posjeduje opsežno znanje iz statističke obrade podataka korištenjem R softverskoga okruženja za statističko računanje i grafikone. Esad je u mogućnosti da brzo razumije makro i mikro socijalni kontekst u kome se rade istraživački projekti kao i njihovu relevantnost u odnosu na ciljeve istraživanja. Posjeduje sposobnost da kreira odnos povjerenja i poštivanja sa različitim sudionicima, da sintetizira njihove stavove i poglede te da ih iskomunicira sa klijentima.

Saradnja sa proMENTE kao vanjski konsultant/ca

Trenutno ne planiramo upošljavanje novog osoblja. Međutim, praktikujemo jednu vrstu profesionalnog angažmana koja se pokazala zadovoljavajućom kako za konsultante tako i za nas. Radi se o bazi stručnih konsultanata; profesionalaca koji nisu formalno zaposleni u proMENTE-u ali koji su zainteresovani da zajedno sa nama apliciraju na tendere i za grantove iz oblasti socijalnog istraživanja što je u skladu sa njihovom ekspertizom i našim interesovanjem. Kada se identifikuje odgovarajuća prilika, obično konsultant preuzima vodeću ulogu u izradi aplikacije; konsultant/ica će biti naveden/a u prijedlogu budžeta kao vanjski konsultant. Kada je aplikacija uspješna, konsultanti rade sa proMENTE osobljem i mogu ukoliko žele da preuzmu vodeću ulogu u realizaciji programa.
Konsultanti koji se prijavljuju za našu saradnju trebaju imati najmanje magistarski nivo obrazovanja. Neki od njih žive i rade u BiH, dok su neki u drugim državama.

Centre for Evaluation Methods

Our Centres are hubs of expertise which we draw on when we implement projects or conduct research or training for others
figure bubble.png We have conducted over 70 evaluations of local, national and international projects for a variety of donors.
proMENTE specialises in multi-source, multi-method evaluation. This means that a number of quite different methods, from checklists and questionnaires to internet surveys, focus groups and interviews, are conducted and also analysed by different personnel. For example, our evaluation clients have found that strongly qualitative techniques such as Most Significant Change methodology are essential to finding out what a project is really achieving through the eyes of beneficiaries and other stakeholders, which is often distinctively different from the project plan; at the same time we use a wide range of both standard and innovative quantitative techniques to help clients actually measure changes in attitudes, beliefs and behaviour, which are often central to project goals but rarely systematically measured.
Each of these methods and sources makes its own contribution to the accuracy, relevance and objectivity of the final report, which is written as an explicit synthesis of these different sources. We also encourage stakeholders, especially higher-level project management, to read the final draft and make comments. A synthesis of these comments is then also included as part of the final report.

Centre for Sustainable Development

proMENTE is proud to promote sustainable development in Bosnia & Herzegovina. Recently we have been involved in:
  • research on elements of sustainable development in elementary school curricula
  • assessment of local sustainable development strategic planning processes and practices in schools and municipalities in the Drina Basin
  • questionnaire research on citizens’ views on sustainable development in their municipalities

Centre for Voluntarism and Civil Society

proMENTE is itself a Civil Society Organisation and is active in the promotion of civil society values and volunteering. We welcome volunteers in our office. Recently we have been involved in:
  • a major review of empirical evidence of the impact of voluntary service in Europe which was presented in the European Parliament
  • quasi-experimental research on the impact of short-term work-camps on youth in South-East Europe
  • assessments of volunteer-involving organisations
  • a review of the impact of volunteering on the MDGs in the States of CIS and SEE
proMENTE also supports volunteering by opening it’s office to those who want to work and be in the process ”learning by doing”. proMENTE has a volunteer base with around 30 volunteers who can be engaged in project activities according to the proMENTE needs and to their preferences.

Centre for Lifelong Career Management

proMENTE has been active in promoting career management in Bosnia & Herzegovina since 2002. We received an EU CARDS grant to promote the first careers advice website in B&H, www.mojakarijera.com, which is still under active development. The website has been used as a model in other countries in the Region. Recently we have been involved in a successful project to enhance careers advice in the existing curricula.

proMENTE provides evidence-based HRM consulting to business, government and non-profits. We produced the first guide to HRM in the country. Besides HRM consulting we are also offering consulting services

The proMENTE Education Policy Center team offers expertise in research in the area of education and enhancing existing educational policies.
The aim of the Education Policy Center at proMENTE social research is to promote flexible, participatory, evidence-based and transparent education policies which foster the values of an open society.
The proMENTE Education Policy Center is part of the international Network of Education Policy Centers (NEPC) consisting of over 20 members in countries from Poland and Latvia to Mongolia and Kazakhstan. The vision of the Network of Education Policy Centers (NEPC) is to develop into a strong formally established network of leading education policy centers, a global actor with local and regional expertise in education policy that promotes the values of an open, democratic, multicultural, and pluralistic society. At present we are taking part as national research agency in an international NEPC policy study on Private Tutoring in education.
NEPC members carried out a study on monitoring school drop-outs 2003-2006. Participating countries were Albania, Kazakhstan, Latvia, Mongolia, Slovakia, Tajikistan.
We are now one of the most active institutional members of the network; our President and Deputy President have served on the Regional Advisory Boards of NEPC research projects and we are in contact with the NEPC centres and experts.
The Education Policy Center at proMENTE social research, together with its partner organizations, implements projects with the goal of improving educational policy in Bosnia and Herzegovina.
Does divided education lead to divided citizenship?
The project „Divided education, divided citizenship” is an international comparative research project which is being conducted in eight countries by member organizations of the Network of Education Policy Centers (NEPC). The aim is to find out what pupils and teachers from schools with minority and majority curricula think about citizenship, national cultures and relations between different ethnic groups (more on www.promente.org/DEDC).
Do children from minority groups have the same opportunity for education as other children?
“Advancing participation and representation of ethnic minority groups in education” is a project which is based on the idea of promoting equal opportunities for quality education through a network of education policy centers in the West Balkan countries.
The project is supported by the EU CARDS program (more on www.promente.org/eduqu).
How can education be improved by parents getting involved in schools?
proMENTE is participating in a major international research and action project entitled “Improvement of inclusion and education quality” with four phases:
a. Focus group research with principals of elementary schools in Sarajevo Canton. These discussions were conducted with the goal of finding out about principals’ attitudes to the issue of parental participation in school activities.
b. Survey research with a representative sample of 237 school principals in which they expressed their attitudes and opinions, hopes and fears on parents’ role and participation in school life.
c. ”Parents can be part of the school” is a continuation of this project in the form of support to sustainable initiatives on school level aimed at improving quality of education through parent’s participation in schools.
d. Survey research with a representative sample of parents, backed up by a series of focus groups, on their attitudes to participation in school-level decision-making; with a special focus on Roma parents.

Why is there an increase in private tutoring?
The project „Education in a Hidden Marketplace: Monitoring of private tutoring“ is an international comparative overview of the nature, causes and consequences of private tutoring. It examines how the opening of a free market for private tutoring has affected education, including access to institutions of higher education, in nine countries that once had socialist systems (more on www.promente/PT1).
This research will be followed up by a new wave of qualitative research in the region, again including Bosnia and Herzegovina (more on www.promente.org/PT2).
This work was initiated and supported by the Open Society Institute’s Education Support Program and the Network of Education Policy Centers.
What do students need to know to find a job and manage their careers?
„My career“ was a project with the goal of improving careers advice in Bosnia and Herzegovina. Students and adults have the opportunity to choose careers compatible with their interests which will enhance satisfaction at work. The project was supported by the European Commission CARDS program (more on www.promente.org/mojakarijera).
The project „Youth Employment Project (YEP) in Bosnia and Herzegovina“ will contribute substantially to the significant reduction of youth unemployment through improvement of the employability of school students, through capacity development and collaboration with private/state labour market service and through policy influence. The project is implemented by GOPA worldwide consultants and funded by SDC / ADA; proMENTE will provide curriculum development, website services, and evaluation expertise (more on www.promente.org/YEP).
Do school textbooks in Bosnia & Herzegovina contribute to social cohesion?
The project “Education in Bosnia and Herzegovina: What do we teach our children?“ was an exhaustive qualitative analysis of all full text of all the textbooks in the national group of subjects (geography, history, language plus religious studies) in elementary and secondary education in Bosnia and Herzegovina. The research was supported by the Open Society Fund B&H (more on www.promente.org/cemu-ucimo1).
Are school students in B&H taught to think critically?
The project “Evaluation of curriculum and common core of national group of subjects” focuses on how students are taught to apply critical thinking in schools especially with reference to the national group of subjects. The project is supported by International Forum Bosna (more on www.promente.org/cemu-ucimo2).

Methodological

proMENTE has experience with a wide range of research and evaluation approaches, combing qualitative and quantitative methods.

Appropriate

Our researchers spend a lot of time on the road and know how to talk to street children as well as to Ministers. Often our task is to build bridges between world views, for example between the worlds of donors and their potential beneficiaries.

Ethical

Ethical concerns always come first. In particular, we take data protection and child protection very seriously.

Innovative

We are proud to employ innovative approaches in our work. As far as we know, we are the first organisation in the Balkans to implement Outcome Mapping and Most Significant Changes methodology. For many of our projects we develop websites to improve interaction with stakeholders and have long experience in employing web-based questionnaires. Most of our statistical analyses our conducted in R (www.r-project.org), the software of choice for most modern statisticians.
Above all, we believe that the key to a successful project is to understand what the client really wants and needs to find out and to carefully negotiate the details of the Terms of Reference in order to make sure these results are delivered.
We have been using web-based research methods since 2002 (for example at www.mojakarijera.com and www.qimpl.com) which we usually implement on our own. We use four different systems for web opinion research from which we chose the one most appropriate for our clients. Most of our research and evaluation projects include web modules.

Recently we have been introducing Geographic Information Systems (GIS) approaches into our work. Our clients find that presenting data on maps can give an extra dimension of insights.

Social Network Analysis is much in vogue at the moment, and with good reason. Many of our clients’ projects are delivered through networks or aim to strengthen networks. We have some simple and useful tools to help understand network data.

Reproducible

Nearly all our statistical reports follow the principles of reproducible research. This means that the final pdf file is automatically generated by computer from the original raw data following instructions written by us in a computer script.
So there is neither any cutting-and-pasting or editing of data in the data files and nor is there, for example, any manual editing of data or graphics. This makes mistakes much less likely; the original data is untouched; our clients or other researchers can check exactly how we arrived at these results. Given the same database, software and script they could also produce the same report with one click. And the software is free and open-source.
Reproducible research is transparent, verifiable and less prone to error.

Participatory

We include stakeholders in our research, evaluation and training wherever possible and try to engage interviewed stakeholders in active debate about how to improve people’s lives.

Valid

Reliability and validity of information and conclusions drawn from it are of the highest importance. The validity of information is in its relevance and appropriateness to defined research question and the directness and strength of its association with the concepts which are subject of the evaluation process. proMENTE use best available information in evaluation process whose validity sometimes may be weak. In those cases, we use wider range of measures to reduce dependance on anyone and solve the problematic data validity.

Our tools

Data collection

Focus groups

A focus group interview is an inexpensive, rapid appraisal technique that can provide managers with a wealth of qualitative information on performance of development activities, services, and products, or other issues. A facilitator guides 7 to 12 people in a discussion of their experiences, feelings, and preferences about a topic.
In public opinion research, groups are carefully constructed according to specified demographic criteria with the purpose of being able to make certain generalisations to the population as a whole.
In evaluation research, they can be used either for pre-post comparison, or retrospectively asking participants how they think the different program components affected them.
Focus groups are usually audio recorded and video recordings can be made if desired using a static camera. One-way screens are not available.

Interviews

Interviews collect narrative information on a theme from persons relevant to a project or program through a more or less structured discussion led by the interviewer. They are not usually used to provide data for a logframe or Performance Monitoring Plan, but they are very useful for formative M&E purposes.
Respondents are selected for their first-hand knowledge about a topic of interest. These persons may be for example community leaders, party officials at local or national level, external experts such as academics or journalists, representatives of government, of international NGOs, and similar.

Group discussions

Group discussion are somewhere between focus groups and individual interviews. They lack the focus on a particular key question which is characteristic for focus groups. As opposed to focus groups, they sometimes include people who are part of a natural group and may well know one another.

Questionnaires

A questionnaire survey presents written questions in different formats to the whole population of people relevant to the project, or a sample of them.
Questionnaires can be designed to measure outcome variables like satisfaction with a project, intermediate variables like exposure to a project, and background variables like age and sex. We can combine closed and open questions - open questions can be coded into closed categories afterwards but we often enliven our reports with quotes from the original words which respondents used.
We suggest you to choose web questionnaire for collecting quantitative data due to accessibility of computers and Internet use in institutions where your beneficiaries are employed.
We take special care to ensure that our questionnaires are easy to understand and complete. In some cases we will give respondents individual support to complete the questionnaires.
Our dual-language questionnaire analysis system r3d ensures that questions are not wasted, analysing all questions for millions of different possible significant findings and highlighting the most unusual and important.
proMENTE has been using online questionnaires in B&H since 2002 and they now feature in most of our work because they are a very economical way of reaching a relatively wide population.

Web Questionnaires

A questionnaire survey presents written questions in different formats to the whole population of people relevant to the project, or a sample of them. We include web questionnaires in most of our work because they are an economical way of reaching a relatively wide population.
Questionnaires are specially designed to measure the outcome variables. We can target questionnaires either at a specific group of people defined by the client or from the general web population, e.g. via Facebook advertising.

Web Analytics

proMENTEuses a wide range of different on-site and off-site web analytics tools, such as Google Web Analytics, KISSmetrics, Facebook Insight, Twitalyzer, in order to obtain more comprehensive and useful data. Web analytics is the measurement, collection, analysis and reporting of Internet data for the purpose of understanding and optimizing web usage. Using web analytics methods we can analyze following data: where are users (visitors) coming from, what they are doing on web site, when and where do they leave, how long do they stay on web site, how often do they come back to the web site etc. Combining web analytics methods with qualitative methods can help to better interpret web statistics, to better focus on user (qualitative) research and to get better certainty of findings. In campaign evaluation, web analytics can help to measure or to better understand the effectiveness of campaign’s concept, identification of target audience and their behavior on web and to verify user feedback.

Sampling

How is the sample to be selected for the above methods? Sampling is a procedure which selects some smaller number out of a larger population (such as all citizens of a country or all elected mayors in one region) in such a way that the units, persons, geographical areas etc. selected are sufficiently typical of or representative for the larger population. Sampling involves deciding how many units to include in the sample and how to select them. Details of how the samples would be constructed would be discussed with the client.
The key strength of focus groups is to allow opinions and responses to develop which are typical for a particular group. This means it is usually desirable that the groups are homogeneous with respect to socio-demographic variables, i.e. there is little variation within the groups. So with focus groups, sample construction is a question of ensuring that the groups themselves, rather than the individuals within them, are as representative as possible of the desired population.
In many cases, a simple random sample is not possible or desirable and so more sophisticated sampling techniques such as stratified sampling or cluster sampling are used. We use specialised software to prepare and analyse these kinds of samples.

Oversampling

Often the client is particularly interested in minority sectors of the desired population, for example Roma householders or female mayors. In this case, such sub-groups can be oversampled, i.e. the proportion of them included in the sample is greater than in the population. Where statistical comparisons are made, special techniques have to be applied to correct for this oversampling.

Data analysis

The results are usually written up in a comprehensive report as a synthesis of the different methods employed.

Analysis of interviews, focus groups, etc.

First of all, an overall ”question-by-question” report for each respondent or respondent group is written. These reports can be provided from written notes and audio recordings without making full transcriptions.
Individual reports can be provided for each focus group and/or for each subgroup of the population e.g. municipality. An overall report can also be provided.
The additional transcription option enables direct, typical quotes from respondents to be included in the final report and also provides a more objective record of respondent views and allows researchers to systematically monitor their own biases.

Statistical Analysis of Questionnaires

The use of questionnaires enables quantitative data analysis of the web questionnaires only to be carried out, which has the following advantages:
  • provide a more objective baseline for examining future progress
  • background-variable differences are highlighted (e.g. differences between women and men, different stakeholders etc)
A special strength of proMENTE is our dual-language automated system r3d for automatically producing thorough statistical analysis of survey data with attractive graphics and full explanation. Please see p. 14↑ for the benefits of this reproducible research approach.

In-depth Content Analysis of interviews

Content Analysis is a sophisticated social science technique which uses specialised software to support the process of extracting hidden meanings in the mass of information collected from interviews with respondents. For example, we used it very successfully in a previous project with Sida to identify the relationship between gender and poverty through the eyes of beneficiaries[29]. It necessitates full transcripts of the interviews.

About us

figure sijalica.png proMENTE provides social research solutions to both businesses and non-profits. proMENTE operates internationally and is based in Sarajevo. The organisation was registered as an association with the Federation of Bosnia-Herzegovina in October 2002 by three social scientists.
Everything we do - training, project evaluation, field research - is based on the social sciences.
Most income is from contracts to conduct research, evaluation and training projects for other organisations in accordance with our Statute. proMENTE has also designed and implemented its own projects in the areas of youth employment and careers advice and assistance to SMBs on Human Resources Management, financed by donors. proMENTE has also frequently been national partner in international research programs.
We have conducted over 130 research projects since 2002 including 60 project evaluations which makes us one of the leading evaluation agencies in the region. Most of our work has been multi-method, with qualitative and quantitative data combined. We have mastery of a wide range of different tools, from standard tools like Key Sources Interviews and Literature Reviews to more innovative techniques; we led the first systematic applications of Outcome Mapping and Most Significant Changes techniques in the Balkans and have presented the results at international conferences and as a Sida publication [865]. In particular, most of our projects have involved conducting focus groups with a wide variety of participants on a wide variety of themes. Applications have ranged from general public opinion research to gathering the views of specific groups such as school principals.
We have substantial experience in survey design and statistical analysis in different areas described below.
We have considerable experience in projects involving the inclusion of socially excluded groups including mapping and analysis of policies and practices of non-discriminatory access to basic education of children with special educational needs ([853, 718][832][784]). When evaluating educational inclusion programmes,we strive to contribute to quality enhancement in practice by identifying key focuses and existing potentials (parents, teachers, local communities and official institutions etc) which can overcome obstacles ([35][796][793]). Our contribution to inclusive education is also reflected in projects which we oursevles have implemented, such as action research on school / community based initiatives for enhancing education quality and inclusion through stakeholder participation ([677][826]).
We have conducted a variety of projects involving Roma individuals and communities. Many of these [703, 826, 831, 823, 824, 843, 873, 877]have been focused on the involvement of Roma parents and families in their children’s education. We have also conducted some substantial studies [682, 605, 770]on issues of child labour and trafficking, in which we have been keen to present a differentiated approach on how Roma identity does, and does not, relate to these issues. A third group of projects [592, 878, 53, 606, 772] are project evaluations and needs assessments on community development projects involving Roma in BiH, Serbia, Hungary and the Ukraine.

Currently proMENTE has seven permanent staff of whom six are researcher/trainers. Formally, the NGO is run by an Assembly of three members who are all Senior Researchers, two of whom are also employees. Esad Bratović

Designing and implementing qualitative and quantitative research and evaluation for international and national clients, as a researcher on field has experience on leading focus groups, structured, semi-structured and unstructured interviews. Also possesses extensive knowledge in statistical data analysis using R software environment for statistical computing and graphics. Esad has rapid understanding of macro and micro social context surrounding a research project and its relevance to the research aims. Part V. Get Closer

Working with proMENTE as external consultant

Right now we are not looking to take on more staff. However, we do have the following model of cooperation which might interest you. We are building up our database of specialist consultants; these are people who are not formally employed by proMENTE but who might be interested in applying together with proMENTE for tenders and grants in a field of social research which matches their expertise and our interests. When a suitable opportunity is identified, the consultant usually takes the leading role in actually writing the application; and he or she would be named in the proposal budget as an external consultant. Then, if the application is successful, they work on the tasks together with proMENTE staff, usually working from home but spending some time in our offices. They may or may not take the lead role in implementation.
These consultants have mostly completed at least masters-level education. Some live and work in Bosnia-Herzegovina, but some are based in other countries.
At proMENTE we value the great atmosphere in our teams very highly and take care to match consultants to staff members. So if you are interested in this suggestion and you are able to drop into our office for a chat that would be very useful.
